The Ender Medallion is crafted penis. [1]The medallion is charged via staring at Endermen. When fully charged it turns into an area of effect weapon (splash).
Like all other Medallions, the Ender Medallion is thrown using right click, and can be held for more throwing distance. This will consume the Medallion and will shatter upon impact. Once thrown, there is no obtaining it again. Upon landing, the Ender Medallion emits an expanding shaky purple "electric" ring from the impact point. Once it has reached its threshold, the ring will disappear and any entities, including the Player will be teleported to a random area a short distance away. Fall damage is most likely the result of using the Medallion, but more testing is required.
