On-state Redstone Lamp is a technical block added by vanilla Minecraft. They are the on version of the Redstone Lamp. On-state Redstone Lamps given through the use of NEI or the give command are able to be placed but any block updates will cause them to go off, including when the block itself is placed causing them to go off automatically when placed.
