Paper can be used to make books with one piece of Leather, which can then be made into bookshelves or enchanted. Paper is also used as a tool material in Tinkers' Construct. It must be crafted into Paper Stack before it can be used for tool parts. Paper tools and weapons have low durability and low damage/mining power, its only advantage being it has 4 modification slots (6 max).
